Is this going to work?

There is this website www.panducermat.org.my build by JPJ to create public awareness towards the safety on the road. Not only that, they’ve even encourage the public to snap pictures of any traffic offender with your handphone or digi cam and send the pictures to their “Hall of Fame”. 
This is indeed a good move for the authority to do something to educate the public.
Apart from this, the question raise is that: how far can it achieve it’s purpose? With the photos being snap here and there, and send and post to the site section, and what’s next?! Been doubting at its effectiveness if this move does not follow with some real action.
The authority must take this seriously and willing to go out full force in order to curb those traffic offenders. Here, not only issuing proper summon or necessary penalties that are required, but also making sure those traffic offender pay their bill on time.
