50% Off Traffic Fine!

Malaysia authority has announced a 50% discount on summonses. This offer starts from 1st Sept till 22nd Sept. Malaysian rushed to pay up their traffic fine after the announcement. As usual, our JPJ congested with long queues of people waiting to settle the summonses.
However the offer only applies to fines of RM40 and above, and excludes summonses issued along with arrest warrants for seriously errant motorists, officials have said.
First, the authority said will arrested whoever that has not pay their fine on time. Now, they came up with a softer approach - discount. Which ways work better? Will it be happen in the future that everyone will wait for some kind of special offer to pay the fine, instead of paying it on time?
